Administration CTUIR Administration, under the direction of the Executive Director, is responsible for providing administrative support to all aspects of Tribal Government and the Board of Trustees and by so doing provide for the effective delivery of programs and services to Tribal members.

Executive Director phone (541) 276-3165
The Executive Director is the highest ranking Tribal employee charged with the management of Tribal governmental operations and enterprises as directed by the CTUIR governing body - the Board of Trustees. The Executive Director has direct management responsibility for Tribal governmental operations which involves responsibility for approximately 500 employees and an annual budget of approximately $50 million.
The Executive Director supervises the Wildhorse Resort and Casino Chief Operating Officer who has direct management responsibility for the approximate 550 Wildhorse Resort and Casino employees and its annual budget of approximately $47 million.
The Executive Director is responsible for ensuring that the Tribal management, operational, fiscal, personnel and legal systems work effectively and efficiently to deliver governmental services and operate Tribal enterprises. As directed by the Board of Trustees, the Executive Director has the authority and responsibility to implement the legislative actions and annual budgets approved by the Board.

This office processes enrollment applications, relinquishments, issues Certification of Indian Blood (CIB), Tribal Identification Cards, and traces family genealogy. In addition this office maintains records of Tribal members and their addresses for mailings and announcements as well as demographic information of tribal members and reservation residents for numerous uses by other departments and outside agencies.
The enrollment office also administers several Tribal member benefits including the quarter gaming distribution, minors gaming trust accounts, elders pension and SSI plans, and the tribe's burial assistance plan.
The Confederated Tribes of the Umatilla Indian Reservation has around 2,500 enrolled members.
To become an enrolled member of the Confederated Tribes of the Umatilla Indian Reservation, a person must meet some specific criteria and apply for membership. The criteria was adopted by the Tribe's general membership and is listed in Section B, Article IV of the CTUIR's Constitution and By-Laws. To be eligible for enrollment, the applicant must meet BOTH of the following adopted criteria:
1. Have one parent or grandparent who is an enrolled member of the Confederated Tribes of the Umatilla Indian Reservation; AND
2. Have at least one-fourth (1/4) degree of Indian blood from any federally recognized Indian Tribe within the United States.

This program is addressing regional pollution risks that threaten the CTUIR's treaty rights and resources. Major efforts underway include oversight of remediation and restoration activities at the Department of Energy's Hanford Site and the Umatilla Army Depot.
In both projects DOSE staff are conducting independent evaluations of contaminant transport and environmental uptake data to determine the magnitude and locations of pollution impacts caused by present and past activities at these federal facilities. Both airborne and waterborne contaminants are being considered. In addition, DOSE staff are also evaluating the impacts of other sources of regional airborne contamination on Tribal resources as part of an on-going effort with the United States Environmental Protection Agency. The program also coordinates with various federal, state and Tribal agencies the subsequent Tribal actions that result from these evaluations.
The Finance office is responsible for maintaining accurate and timely financial data in a useable form for use by the Board and Staff. The Department maintains internal controls, audits and reporting systems which adhere to Generally Accepted Accounting Practices (GAAP) using a computerized integrated accounting system. These systems and practices are necessary to report to funding agencies and other governmental agencies that provide financial resources to the Tribes. The Department is responsible for maintaining an efficient purchasing and receiving system.

The Grants and Contracts Office monitors Federal legislative and budget activity and reports its potential impact on Tribal Government and Tribal members. The Office also monitors all grants and contracts that Tribal Government enters into to assure products and services derived therefrom meet contract and accounting provisions.

The Human Resources office is primarily responsible for the recruitment of Tribal employees, Tribal employee rights protection and training programs. This office assists in writing job descriptions, announces all job openings, screens employment applications and participates in job interviews. Human Resources maintains employment records and the Tribal Personnel Policies and Procedures Manual.
The Tribal Employment Rights Office (TERO) enforces the Tribes Employment Rights Ordinance, which demonstrates the operating guidelines for ensuring that employers fulfill their Indian preference obligations, on or adjacent to the Reservation. On-going activities of TERO staff include assistants with resume development, informal employment counseling, and sponsorship of various workshops. It is the policy of the Tribes to provide preference in hiring to qualified individuals within Tribal government first to Tribal members, second to other Indians enrolled in Federally recognized Tribes and third to non-Indian applicants.

The Information Technology program is responsible for maintaining all computers and software in CTUIR governmental Offices and information linkages between offices and the integrity of that information. The Data Systems Analyst determines the Tribes computer needs, designs and implements systems to meet those needs and provides user assistance and training.
Legislative Affairs phone 541-966-2028
The Legislative Affairs office assists the Executive Director and the Board of Trustees in tracking and analyzing legislation that may affect the CTUIR. The Legislative Coordinator, working with technical and legal staff, is responsible for developing and recommending strategies and actions related to legislation at the state and federal levels.
Other duties include assisting the development of intergovernmental relationships with federal elected officials, state elected officials and their staff that is consistent with the issues or needs identified or policies adopted by the Board of Trustees. The Legislative Coordinator serves as the primary liaison between the Board of Trustees and CTUIR government consultants at the state and federal level.
The CTUIR Planning Office provides long range comprehensive planning, land and resource development services, environmental health, and geographic information services (GIS) to the Tribes and Reservation community. The Tribal Planning Office issues development permits and performs inspection services for building, electrical, on site water and sewer facilities, santitation and land use for all lands on the Reservation.
The GIS office maintains the parcel data base file and maps for all Reservation lands. The office also is responsible for the CTUIR transportation planning and the CTUIR Bus and Taxi Voucher Program. The Office provides staff support for the Tribes' Natural Resource Commission.

The Public Affairs Office coordinates the dissemination of information about CTUIR issues, programs and activities. The Public Affairs Office provides leadership in working with the news media at the local, regional, and national levels and is responsible for producing the Confederated Umatilla Journal (the monthly Tribal newspaper) the web site, and the low power FM radio station being developed. The office also provides public relations and communications advice and assistance to the Board of Trustees and Tribal Staff.

The Records Management Program is responsible for maintaining and managing the official documentation of the CTUIR. The Records Manager works independently with each of the Departments in a process that ensures the documented information fits the needs of the Department and the needs of the Tribe. The program goals include coordinating and organizing files, electronic copies and physical examples in a manner in which they are preserved for future use or disposition. This complex Tribal information is managed using a standardized format that is flexible, maintains consistency across diverse operations.
