Children and Family Services
The CTUIR Department of Children and Family Services mission is to deliver culturally appropriate services to eligible Indians living on or near the Umatilla Indian Reservation and empower our people to become self-sufficient and alcohol & drug-free.
Childrens Services
Foster Care: Recruits and monitors foster homes for children in Child Protective Services (CPS) or Minor in Need of Care (MINOC) Custody. Foster homes provide the nurturing, stability, and safety each child needs until he/she can be returned to his/her family or until a permanent placement is established.
Family/Youth Case Management: To provide counseling, referrals, and coordinate family/youth services to
CTUIR community members.Indian Child Welfare Act: Provides assistance to CTUIR office of Legal Counsel in child placements, active efforts, imminent risk, case management oversight of ICWA cases, notification, and ongoing disclosure of case file materials, children entering foster care and compliance with ICWA laws.
Child Abuse and Neglect Investigation: Is designed to provide services to protect the health and welfare of children under the age of 18 who may have been abused or neglected or at risk of abuse or neglect as defined in the CTUIR Juvenile Code.
Adult Services
Domestic Violence Services: The STOP (Services, Training, Officers, Prosecutors) Violence Against Indian Women project develops and strengthens the criminal justice systems response to violence against women and to support and enhance services to victims.
Tribal Veterans Services: Provide more accessible services and opportunities for our Tribal Veterans and
eligible dependents/survivors.
Emergency Financial Assistance: Provides emergency assistance (rent, utilities, and medical) to qualified CTUIR Tribal members residing on or near the Reservation.Child Care Assistance: Is dedicated to enhancing the quality, affordability, and supply of childcare available to all CCDF qualified families. The CTUIR child care is for working parents or those participating in full-time education or training.
General Assistance: Provides financial assistance to eligible Indians residing within the service area for
basic essential needs which include: shelter, food, clothing, and utilities.
Incapacitated Adults/SSI/IIM: Provides assistance to community members who receive Social Security, Individual Indian Monies and services for incapacitated adults.
Food Distribution (CAPECO): To provide Commodity Food Products in lieu of Food Stamps. For more information regarding food distribution call 276-5073.
Family Counseling
Clinical counselors provide services to children and families who are receiving services through the DCFS.
